That is why, Mr President, you have corrected a priority view in Paris that the United States should, in one way or another, punish its own economy, apologise, drive with the chin, while the rest of the world does little. Other nations are talking about a good game; We lead with actions, not with words. (Applause) Risks are increasing because, historically, these agreements only become ambitious over time. In other words, the Paris framework is a starting point, no matter how bad, it is not an end point. And the exit from the agreement protects the United States from future violations of U.S. sovereignty and from any future massive legal liability. Believe me, we have a massive legal responsibility if we continue to do so. The second parallel agreement is the North American Environmental Cooperation Agreement (NAAEC), which established the Commission for Environmental Cooperation (CEC) in 1994. The CEC is responsible for strengthening regional cooperation in the environmental field, reducing potential trade and environmental conflicts and promoting effective enforcement of environmental legislation. It also facilitates public cooperation and participation in efforts to promote conservation, protection and improvement of the North American environment. It consists of three main components: the Council (Minister of the Environment), the Joint Advisory Committee of Governments (JPAC) and the Secretariat, which is headquartered in Montreal. It has an annual budget of $9 million, with Canada, Mexico and the United States contributing $3 million per year and settled by consensus (non-majority).
I am ready to work immediately with democratic leaders, either to negotiate our return to Paris, on a level playing field for the United States and its workers, or to negotiate a new agreement that protects our country and its taxpayers. (Applause) The Wall Street Journal wrote this morning: “The reality is that withdrawal is in America`s economic interest and will not play a big role in the climate.” The United States will remain the cleanest and most environmentally friendly country in the world under the Trump administration. We`ll be the cleanest. We will look the cleanest. We will have the cleanest water. We will be environmentally friendly, but we will not lose our businesses and we will not lose our jobs. We will grow; We`re going to grow fast. (Applause) The Chairman: Thank you very much. (Applause) Thank you very much.
First of all, I would like to talk about the terrorist attack in Manila. We are monitoring the situation closely and I will continue to provide updates if anything happens during that time.
